Presented by the European Commission on 26 February 2025, the Affordable Energy Action Plan is a central pillar of the Clean Industrial Deal. Its goal: to deliver competitive, affordable, secure, and sustainable energy for citizens and businesses across the EU.
Four strategic pillars
- Lower energy costs
Introduce EU-wide guidance to reduce network charges, taxes, and overall electricity bills. - Complete the energy union
Advance market integration, reform gas regulation, and launch a Europe-wide Energy Union Task Force to improve coordination among Member States. - Boost investment & delivery
Promote long-term contracts like Power Purchase Agreements (PPAs), accelerate renewables permitting, upgrade grid infrastructure, and mobilize public and private funding. - Prepare for energy crises
Establish rapid-response mechanisms for potential supply disruptions, including:
Demand-side measures
Cross-border capacity sharing
Strategic gas purchasing
Expected impact
The plan is projected to deliver up to €260 billion in annual savings by 2040, including approximately €45 billion by 2025.
