The European Climate Adaptation Plan (ECAP) is a strategic initiative by the European Commission, announced in the 2024–2029 Political Guidelines, to strengthen the EU’s resilience to the growing impacts of climate change. It will also integrate recent policy developments, notably the European Climate Resilience and Risk Management Integrated Framework, which provides the governance and risk-assessment backbone for EU-wide preparedness and climate resilience.
Led by commissioner Wopke Hoekstra, ECAP aims to:
- Enhance preparedness for climate-related risks
- Support adaptation across sectors and regions
- Align with the EU’s goal of climate neutrality by 2050, as set out in the European Climate Law
The plan complements existing EU efforts, including:
- The EU mission on adaptation to climate change
- Broader climate and sustainability strategies under the European Green Deal

The full plan is expected to be presented in the second half of 2026, with input from Member States, local authorities, and stakeholders across Europe.
