Union of Skills

The Union of Skills is a flagship EU initiative launched in 2025 to address skills shortages, promote lifelong learning, and strengthen Europe’s global competitiveness.

Four strategic pillars

  1. Enhancing basic and STEM skills
  2. Upskilling and reskilling for the green and digital transitions
  3. Improving recognition and portability of qualifications across the EU
  4. Attracting and retaining global talent

Key tools and programs

  • Pact for skills
  • EU skills academies
  • Micro-credentials
  • Mobility programs like Erasmus+
  • EU-wide recognition of degrees and vocational diplomas
  • Talent attraction measures, including the EU talent pool and a new visa framework

Governance and Funding

The initiative is guided by the European Skills High-Level Board and the upcoming skills intelligence observatory.
It is backed by over €150 billion in EU funding through ESF+, Erasmus+, and InvestEU.

Together, these efforts aim to equip Europe’s workforce for a sustainable, inclusive, and competitive future.
